I enjoy Nvidia Geforce 7100 GS. There are some tv output cables given near them. I have a tv and a cable nouns. Can i use my Graphic card as my tv tuner card too??

no u cannot. those cable are for output only. to survey tv on ur pc u would stipulation to get a tv tuner pci card.
