Bluetooth device?
Simple steps :
1: Install software it comes beside, plug in dongle WHEN ASKED to . . . better to own drivers on PC first.
2: Turn on bluetooth on whatever you want to confer to. If a mobile, install the mobile phone software too.
3 : Run software for the external device (ie phone) and tell it to use a bluetooth nouns.
4: Enjoy

By Bluetooth device piece 4 my computer I'm gonna take a long shot and assume you stingy a bluetooth dongle, to allow bluetooth connectivity between your computer and other devices (like a mobile phone...)
In that case, stick it surrounded by an available USB port, Windows (XP or Vista) should detect it and install drivers if available. If they're not, install them from the CD that come with the dongle, and restart the PC. It should adjectives work now.

Please provide rather more detail about your bluetooth.
You can try:
1) Installed the right drivers
2) Make sure it's compatiable near your computer.
3) Could be a defective card, you can try to change for a different one.
4) ASK A FRIEND...LoL
You hold to have the device plugged surrounded by while installing the software otherwise it wont find it.
